The new standard defines waste plastics as: thermoplastic leftovers, scraps and defective products produced during plastic production and plastic product processing.

The standard requires that imported waste plastics must not be mixed with radioactive waste, or used bombs, artillery shells, and other explosive weapons and ammunition. The total weight of hazardous waste mixed in waste plastics must not exceed 0.01% of the weight of imported waste plastics, and other inclusions. The total weight of the materials cannot exceed 0.5% of the weight of imported waste plastics.

Polypropylene Recycled Particles: It is the abbreviation of Recycled Plastic Particles. It is a kind of plastic particles produced by reclaiming used new materials or discarded plastics through a screw rod machine, and then cut into pellets by a pelletizer. It is the primary form of recycled plastic particles processed from waste plastic.

Import: Can polypropylene recycled particles be used?

Can polypropylene recycled particles be imported? of course can! But not all recycled polypropylene particles can be imported? of course not! ! In May 2014, the Supervision Department of the General Administration of Customs clarified the following regulations on the import of recycled plastic pellets:

1. The primary form of recycled plastic particles processed from waste plastics, if the same batch of imported goods have the same color, particle size and shape, consistent packaging, and meet the relevant specifications and standard requirements of plastic materials or products, it is not necessary Follow the solid waste supervision.

2. In the supervision process, if the recycled plastic particles are found to be suspected of solid waste, they should be identified according to the attributes of the solid waste.

In other words, polypropylene recycled particles can be imported, but the import rules must be followed! !

Regarding this issue, the editor surveyed many companies, and there are different opinions. For many waste plastic importing companies, customs clearance is a very cumbersome task. Based on the principle of "professional work, professionals will do it", many of them are directly delivered to customs clearance. When the company comes to customs clearance, the cost of customs clearance varies from 8,000 to 20,000 yuan per container. The difference in customs clearance fees, in addition to different types of products, different customs locations and even different customs clearance company charges, there is another key point in the issue of tax receipts. When it comes to taxes, value-added tax is basically involved in every product, and tariffs vary from product to product and from different sources. So with regard to polypropylene recycled pellets, should it be carried out under the raw material tariff code or under the waste plastic tariff code? First look at the official explanation:

Primary forms of plastics (Tax headings 39.01 to 39.14)-Tariff numbers for most raw materials

Primary-shaped plastics refer to the shapes specified in Note 6 of Chapter 39 of the Tariff Regulations, and are limited to the following forms:

(1) Liquid and paste, including dispersions (emulsions and suspensions) and solutions;

(2) Irregularly shaped blocks, clusters, powders (including pressed powders), granules, powder tablets and similar bulk shapes.

Note: Any product listed in tariff headings 39.01 to 39.13 dissolved in volatile organic solvents (except collodion), if the weight of the solvent exceeds 50% of the weight of the solution, should be classified under tariff heading 32.08.

Plastic waste and scraps and leftovers (Tax heading 39.15)—Import tariff number of waste plastics

Refers to damaged plastic items that can no longer be used for the original purpose, as well as waste materials (shavings, dust, leftovers, etc.) generated during the manufacturing process.

Classification note: The classification of waste and scrap of a single type of thermoplastic plastics made into "primary shapes" cannot be classified under tax heading 39.15 according to waste plastics, but under tax headings 39.01 to 39.14 according to their specific types. (That is to say, for pellets, the tariff number of the raw material must be taken, and the import conditions mentioned above must be met at the same time)

A single type of waste and scrap of thermosetting plastics, or a mixture of two or more thermoplastic plastic wastes and scraps, even if processed into a "primary shape", should still be classified under tax heading 39.15.

Plastic waste and scraps containing precious metals or precious metal compounds that are mainly used for the recovery of precious metals shall be classified under tax heading 71.12.

Among them, thermoplastic refers to plastic materials if they can be repeatedly heated and softened to form products (for example, after being cast and cooled and solidified), they are called "thermoplastics". Thermosetting plastics refer to plastic materials that can be made into infusible products through chemical or physical methods (for example, heating), called "thermosetting plastics."
